The Implementation Director is senior enough to convene a head of IT, a head of risk and a general counsel in the same room and hold them to commitments — but is not the sponsor. The sponsor is the board or an executive who owns the outcome and carries the Article 5 accountability. The director owns the programme that produces that outcome. On a large entity the director may in turn appoint a Programme Manager to run day-to-day delivery; on a smaller one the director does both. Either way, the director is the single throat to choke for “is DORA going to be ready?”
